2. Corporate Services

Be responsible for planning and managing the day to day corporate services functions within the office in line with General Orders and Financial Instructions;

  • Ensure that the ITC systems function effectively with appropriate backups and support
  • Be responsible for the coordination, allocation of work and management of the corporate service team including for district offices

3. Human Resource Management

In consultation with the MJ&LA implement the Human Resources (HRM) Work Plan based around the MPS HR Strategy and effectively manage all the human resource functions within the Justice Agency

a. Human Resource Management

In consultation with the HRM ensure Agencies compliance in all matters relating to the management of the human resources.


  • Grievance and disciplinary processes
  • Salary, Leave, entitlements, Scheme of service,
  • Performance Management and Annual appraisals
  • Manage staff compliance with the Code of Conduct and Ethics
  • Liaise with the Ministry on staff welfare issues
  • Liaise with HQ to ensure reconciliation of pay roll system with staffing
  • Manage Agency of the Human Resource Data base
  • Maintain personnel files for the Agency

b. Work Force Planning

Co-ordinate staffing requirements for the Agency ensuring that job descriptions, TNA and Skills Audits, etc. are available to support Agency requests

  • ·Participate in recruitment and selection processes of Support Staff

c. Occupational Health &Safety

Contribute to the implementation of OH& S policy, including:

  • Leading an OHS & W sub committee
  • Procurement of safety equipment,
  • Co-ordination of OHS &W training, including 1st Aid training and Maritime training
  • Auditing and reporting processes

d. Manage Learning and Development

Contribute to the development, implementation, monitoring and review of a learning and development policy and procedures for the Agency

  • Promote co-ordination of capacity building strategies with the Agency, including Career development and succession planning
  • Co-ordinate training requirements for the Agency
  • Develop, implement and evaluate a training plan against training needs
  • Liaise with MPS and HQ on all aspect of L&D

4. Finance

Be responsible for the oversight, management and implementation of all financial functions within the agency in consultation with the Finance Unit in Corporate Services.

a. Finance Management and Budgeting

  • Participate in planning and monitoring of the budget for the financial year
  • Manage the ‘Budget Template’
  • Implement financial instruction and manage the implementation of controls
  • Ensure alignment of the budget with work-plans
  • Manage procurements according to the financial instructions
  • Administer expenditure in terms of “Value for Money”.
  • Receive and report on the quarterly and annual budget and expenditure for the Agency
  • Oversee management of the standing imprest

b. Financial administration

Ensure data quality of inputs into the MJ&LA Financial Management Information System.

  • FMIS: Auditing; data improvement and make adjustments.

c. Manage Resources

Maintain up to date and accurate records on all resources within the agency.

  • Maintain, audit and report to Corporate Services on the Asset Register
  • Liaise with the Asset Management team in regards to maintenance and repairs for properties of the Agency
  • Contribute to the planning, development of new infrastructure
  • Reconcile Establishment with payroll and budget

5. Sector improvement /Law Reform

Accomplishments

  • Completed the Solomon Islands and PNG Border Project for Police at Shortland Islands on time with the allocated amount of $31m. The project started in December 2020 and completed by December 2021. The project was to build the Police Barracks, Dinning Hall and the extension of the Kulitinai Police Station.
  • Other Achievements was the completion of the Police 3 bedroom Accommodation in Honiara, Tulagi, Tetere and Kariki, Shortland Islands.
  • Built CSSI 3 bedroom accommodation at Naha
  • Retention wall at CSSI Naha Residence

I love to go to church and pray. As I involved myself in helping to develop young people to understand their purpose in life and to work hard and achieved their dreams or desire in their hearts. Also, helping them to teach them what the Bible is saying about developing a good and Godly character that will enable them to be good citizen.


I love food and love to cook as well. I developed cooking as a hobby. I cooked for my family dinner and prepare them lunch as well. I sometimes involved in providing catering for Government Ministries and other functions as well. I cooked sometimes to sell food for extra money. In many occasions especially my children birthday, I cooked their favorite dishes and when it comes to mothers day, I cooked for my wife and children and plus other families. Cooking is one activity that helps me to unite my family together and also, it helps me relieve my stress.


My interest for fishing started when I was a little boy at the age of10. My father is a fishermen and he does that everyday to feed the family. He is a carpenter by profession but his hobby is to go fishing and he taught me how to fish. That's one of the reason why I loved to go fishing because I loved to eat fish as well.


I loved to travel to other places because I want to see and learn from different cultures especially in my own country Solomon Islands. I traveled overseas as well attending church conferences, work and for study. Travelling allows me to experience different cultures and learn on how people live. Very interesting.
